The Texas Cable Association’s team at the Texas Capitol is led – for a second legislative session – by a staff seasoned by decades of combined policy experience. Walt Baum, Velma Cruz and Ryan Weiseman will represent the cable industry and member companies Altice USA, Charter Spectrum, Comcast, Sparklight and Vyve Broadband on cable, telecommunications and related issues.

TCA President Walt Baum joined TCA in September 2018 after serving as executive director of the Texas Public Power Association. He has a long resume working on public policy issues, including telecommunications and energy issues, for the Association of Electric Companies Texas and as chief clerk of the Texas House of Representatives State Affairs Committee. Velma Cruz, an experienced telecommunications public policy lawyer, has served as TCA’s vice president and general counsel since January 2017. Cruz joined TCA after 11 years as the government affairs manager for Sprint
Corporation, where she advocated Sprint’s state legislative initiatives in 14 states and territories during her tenure. She also worked in the Texas Capitol as general counsel for State Sen. Leticia Van de Putte. Cruz can be reached at [email protected].

Longtime Texas Capitol staffer Ryan Weiseman became TCA’s legislative director in January 2017 after 10 years of bipartisan legislative staff experience. Weiseman worked for Sen. Kevin Eltife and Rep. Tracy King and as budget analyst for the Senate Committee on Finance, director of both the Partnership Advisory Commission and the Joint Oversight Committee on Government Facilities, and as clerk of the House Committee on Pensions and Investments.
